In addition to serving as parliamentarian, secretary, vice-president, and now President of the Board of Trustees, Conrad’s service to Humble ISD extends far beyond monthly school board meetings.

Since her election in 2013, Conrad said she has made school and community interactions a priority. She regularly visits school campuses at the invitation of principals and teachers and stays connected to the larger Humble ISD community through involvement in the Lake Houston Chamber and nonprofit and community events. Additionally, she has dedicated time and training to better understand and implement best practices for highly effective school boards and has been an involved advocate supporting public education.

Ms. Conrad has earned the designation of "Master Trustee" upon completion of Leadership TASB, a program sponsored by the Texas Association of School Boards (TASB). She is also a 2016 graduate of Leadership Lake Houston, a program designed to grow and develop community leaders in the Lake Houston Area. Because of her knowledge and experience, she also shares best practices with other school districts by presenting at state and national conferences.

Conrad believes strongly in a nonpartisan school board, and in working closely with her fellow school board members to achieve positive results. The Humble ISD Board of Trustees was honored as one of five Outstanding School Boards in the H-E-B Excellence in Education Awards for the past two years. Last year the board appointed a new Superintendent, Dr. Elizabeth Fagen, who Conrad says “is a true leader for learning and will bring much needed alignment to all areas of our district operations.”

Ms. Conrad and her husband, Troy Church, live in Kings River and together have 6 children (4 of which are graduates of Humble ISD) and 11 grandchildren.


Conrad is an Instructional Designer for Insperity. A graduate of Arizona State University, she earned a Master’s degree in Educational Technology. Before dedicating her service to the schools and community, she worked in Technology Services for Humble ISD.  She currently chairs the Board & Superintendent Evaluation committee and the Technology & Data Governance committee. She also serves on the Legislative committee.

  • ​​Developed and conducted annual Board self-evaluation
  • ​Saved taxpayers over $100 million through bond refinancing and early redemption
  • Approved raises that have improved teacher pay from a ranking of 14th to 2nd out of 15 area districts
